AND LICENSING UNIT



Reporting to the Head of the Electronic Resources and Database Management Section in the Technical Services Division, the Head of the Electronic Acquisitions and Licensing Unit will coordinate the Library’s electronic resource licensing and acquisition efforts. The librarian in this position will be expected to be innovative, knowledgeable, energetic, and service-oriented in overseeing the complex management of e-resource subscriptions, consortia licenses, and customized bundles. As unit head, this librarian will supervise staff responsible for ordering new resources, managing subscriptions, and negotiating licenses; serve as a liaison to publishers and vendors; and serve as a primary contact for collection managers, providing them with information to assist collection development decision-making. This librarian will also be expected to follow the fast changing trends in technologies related to the delivery of full-text scholarly resources.

RESPONSIBILITIES
The Head of the Electronic Acquisitions and Licensing Unit will:
·     Manage the ordering, renewal, and licensing of electronic resources.

·     Supervise and train staff responsible for ordering new resources, renewing existing subscriptions, and reviewing licenses and amendments.

·     Manage unit communications with University Procurement, publishers and vendors.

·     Oversee the maintenance and renewal of major electronic resource packages through consortia, vendors, and publishers in collaboration with the Electronic Resources Officer, selectors, and fellow Electronic unit heads.

·     Communicate licensing, pricing, title lists, and title changes to selectors and Electronic unit managers.

·     Oversee the management of acquisitions and licensing data files.

·     Collaborate with other Electronic Resources and Database Management managers to maintain an efficient, effective workflow.

·     Counsel public and technical services staff on usage of licensed electronic resources, including interlibrary loan, course reserves, archival rights, etc.

QUALIFICATIONS

Required:
·     ALA-accredited Masters Degree in library/information science.

·     3-5 years of experience in acquisitions and/or licensing roles.

·     Experience negotiating and monitoring licenses for electronic resources.

·     Experience developing and successfully applying innovative solutions to complex workflows.

·     Strong interpersonal, oral, and written communication skills.

·     Strong analytical and problem-solving skills.

·     Demonstrated ability to work independently and collaboratively.

·     Knowledge of developing licensing, acquisitions, and usage metadata standards.

·     Experience with research library acquisitions practices, particularly serials.

·     Flexibility to adapt to the dynamic workflows inherent to electronic resources.

Desired
·     Experience with licenses for large consortia electronic resource packages.

·     Experience managing or implementing an electronic resource management system.

·     Experience working with an integrated library system, preferably Ex Libris’ Aleph.

As the largest research library in the Rocky Mountain region, the University Libraries is committed to providing access to all types of materials in conformance with national standards and to advancing the field through active service, inquiry, and participation in cooperative programs.

Reporting to the Head of Monographic Cataloging, the Government Publications Cataloger is responsible for providing access to the University of Colorado at Boulder Libraries’ collections, with a concentration on the Government Publications Department collections. The position works closely with the Government Publications Department. Cataloging is performed on OCLC for inclusion in the local Innovative Interfaces system and in the regional online catalog. As an original cataloger in the Cataloging & Metadata Services Department, the Government Publications Cataloger participates in PCC (NACO, SACO and BIBCO), OCLC Enhance, and the Federal Depository Library Program. In furtherance of the Libraries’ mission and departmental goals, the Government Publications Cataloger may teach other departmental and Libraries catalogers. The Government Publications Cataloger is a member of the tenure-stream Libraries faculty. Significant parts of the responsibilities of this position are scholarly activity and creative work and service in keeping with the tenure standards of the University of Colorado at Boulder.

Starting salary range will be $44,000 to $52,000. Benefits include 22 working days of vacation, ten paid holidays, liberal sick leave, university group health care plans, group life insurance, TIAA/CREF retirement/annuity, and support for scholarly/professional activities. Tenured librarians are eligible for sabbatical leave.

Job Summary 

Under general supervision, performs library work of moderate difficulty in the Technical Services section of the University’s library.

Duties 

Uses the Library’s online system (Voyager®), external services (e.g., Serials Solutions® Client Center and EBSCOnet®), various reports (using Microsoft Access® and Microsoft Excel®), and other resources to perform a variety of tasks related to providing online journal access.

Troubleshoots problems with access to online journals, using third-party software to check the accuracy of links in the Library’s online catalog.

Identifies problems and seeks resolution with other library units to resolve conflicts or inaccuracies in the online catalog and the campus portal related to access to online resources.

Performs copy cataloging of online journals and other online resources, using bibliographic record loads (from Serials Solutions®) or other resources; uses OCLC Connexion® to perform cataloging for other areas, such as retrospective cataloging of older government publications and cataloging of materials in other formats, as needed.

Assist in planning, creating, and developing policies and procedures for electronic serials.

Participates in the reference rotation schedule.

Qualifications 

Master’s degree in Library Science, or its equivalent, from an America Library Association-accredited program required, with broad liberal arts knowledge.

Requires the ability to work independently after training

Preferred Qualifications
